Since some stuff doesnt work in the PR build I had to use the BF2 one and like extract objects into BF2 and stuff and its confusing but ya. So what I did was I made the terrain in PR then copyed the map level into BF2, loaded BF2 up in the editor added flags and loaded it up in vanilla to look at it. So the next time I edited the terrain, I either had to move the heightfieldprimary.raw over or re-add move it all over. I moved the heightfield over and I was able to get UNDER the terrain and some of it didnt show up.
In short, did you take the heightmap from your level and add it to another "backup" level its hard to explain lol

Sorry for not answering before Dylan, hadn't seen that post after my last.
the files inside editor folder you might delete and then re-open editor are (back'em up first)
GroundProperties.con and folders Detailmaps, Lowdetailmaps and Colormaps.
After you do that, get in the editor and paint something. Anything. Then I think you'll have to re-tpaint it cause you deleted the editor files, but it's worth a shot to see if the map works.
But yeah, if you don't have the heightmap primary on your map folder, like desertfox said, it won't work. Maybe you misdeleted it (or the editor did)
